    Affordable Housing Supplementary Planning Guidance

    EFFECTIVE FROM THE 5TH NOVEMBER 2014

     

    UPDATE AUGUST 2016: The table in Appendix 4 of the supplementary planning guidance now has an additional column for the post code sectors that make up the sub-market areas so that it fully accords with the table on page 11 of the Delivery Project Report.  This clarifies that these sub-market areas are based on postcode sectors rather than Centres

     

    Supplementary Planning Guidance - Affordable Housing

    This guidance replaces the Authority’s April 2011 Supplementary Planning Guidance.

    The objectives of this SPG are to:


    • Enable developers and landowners to understand the National Park Authority’s requirements in relation to affordable housing;
    • Provide clear guidance on how the policies contained within the Pembrokeshire Coast National Park Authority LDP will be implemented by the National Park Authority; and,
    • Ensure a consistent approach to the interpretation of the LDP by the National Park Authority.

    What is its Status?

    The Pembrokeshire Coast National Park Affordable Housing Supplementary Planning Guidance was adopted on the 5th of November 2014 and is applicable to all applications for housing validated from this date onwards.  The SPG has been informed by consultation with a number of key stakeholders and was published for public consultation between July 2nd and September 26th 2014.

    When published for consultation in July the guidance was used for development management purposes.  A copy of the adopted guidance or its individual chapters and appendices are available to download below.

    The affordable housing and planning obligation requirements are stated within the Local Development Plan (LDP) policies and Supplementary Planning Guidance (SPG). If a developer considers viability of a proposed development would be effected by contribution requirements a viability assessment is required and will be referred to the District Valuer (DV) as the National Park Authority (NPA) does not have the capacity in house to assess viability appraisals. The DV allows for an independent assessment of the proposed scheme.

    In terms of process there is no pro forma, but the process is as follows:-


    • Application received, possibly with a viability appraisal (VA)

    • The National Park Authority will advise applicant if they wish to have viability assessed they will have to pay a fee to the DV or advise them of the contribution required in line with SPG

    • If the applicant is happy to go to DV advise that a VA is required in order to obtain a quote (if not already submitted)

    • Send info off to DV asking for quote for VA and advise DV of what the contribution should be

    • Once a quote has been received sent to applicant for payment

    • Once payment is received advise DV to progress
