How to calculate affordable housing contributions

This page provides information and documents for calculating affordable housing requirements for new housing development schemes in the Pembrokeshire Coast National Park and a template for agreements that the Park Authority uses for calculating contributions.

How to calculate affordable housing contributions

Windfall Sites
Where a financial contribution, at a rate of pounds per square meter gross internal area (this is the area from the internal wall surfaces),is required please see Appendix 4 of our Affordable Housing SPG.

Local Development Plan site allocations
If your site was allocated in our Local Development Plan please see Appendix 5 of the Affordable Housing SPG for a revised percentage affordable housing provision. Green cells indicate where the Authority considers a proposal would be viable. The Authority anticipates that schemes can expect a contribution of 55% Acceptable Cost Guidelines from housing associations where properties are transferred across.

Affordable Housing Viability Assessment
The affordable housing and planning obligation requirements are stated within the Local Development Plan (LDP) policies and Supplementary Planning Guidance (SPG). If a developer considers viability of a proposed development would be affected by contribution requirements, a viability assessment is required and will be referred to the District Valuer (DV) as the National Park Authority (NPA) does not have the capacity to assess viability appraisals in-house. The DV allows for an independent assessment of the proposed scheme.

A general guide to the process is outlined below:


  • Application received, possibly with a viability appraisal (VA)
  • The National Park Authority will advise applicant if they wish to have viability assessed, they will have to pay a fee to the DV or advise them of the contribution required in line with SPG.
  • If the applicant is happy to go to DV, advise that a VA is required in order to obtain a quote (if not already submitted).
  • Send information to DV asking for a quote for a VA and advise DV of what the contribution should be.
  • Once a quote has been received it is sent to applicant for payment.
  • Once payment is received, advise DV to progress.

The National Park Authority has produced a unilateral agreement template for financial contributions, along with some guidance notes.
