Call for Candidate Sites LDP 3

The Pembrokeshire Coast National Park Authority is preparing a replacement Local Development Plan 3 (LDP 3).  The Plan will guide development up to 31 March 2040 and once adopted will replace the current LDP 2.


 

As part of the evidence gathering for LDP 3,  the Authority is inviting people to submit details of sites they wish to be considered, for inclusion as sites for development or protection in the Plan.

 

The sites identified are referred to as Candidate Sites and can be nominated for a particular land use including:

 

  • • Housing (including affordable housing)
  • • Employment
  • • Retail
  • • Commercial
  • • Leisure / recreation
  • • Green Infrastructure / Open Space
  • • Gypsy and Traveller accommodation
  • • Renewable Energy

 

  • A form will need to be completed for each Candidate Site submission (one site per form). It is important to provide as much information as possible on the form.
  • To assist with completion of the forms, Guidance Notes have been prepared which provide details of where further information can be sought.

 

  • An interactive constraints map is available to help site proposers to easily identify any constraints affecting potential sites. These include environmental designations, flood zones, agricultural land quality etc and will assist in identifying whether supplementary information (e.g. flood consequences assessments, ecological surveys, drainage statements, highway impact studies) will be required as part of the Authority’s assessment process to ensure sites will be deliverable.

 

  • The sites will be assessed using the methodology set out in a Candidate Sites Methodology Background Paper.

 

Please note: if your site is already allocated in the current Local Development Plan 2 but has not been developed to date you will need to resubmit your site as a Candidate Site now if you wish it to be considered for inclusion in LDP 3.

 


 

Submissions can be made electronically to devplans@pembrokeshirecoast.org.uk or in paper format to Strategic Policy Team, Pembrokeshire Coast National Park Authority, Llanion Park, Pembroke Dock, Pembrokeshire SA72 6DY.

 

There is no charge for submitting Candidate Sites. It is important to provide as much information as possible on the forms. Whilst the Authority will consider the acceptability of each site for development, it will also be very important for the proposer to demonstrate how they intend to bring the site forward for development during the Plan period. Delivery of allocated sites will be scrutinised through the Local Development Plan Examination process and the proposer may be asked for further evidence to show when and how this will be achieved.

Your site(s) must be submitted by 5pm on Monday 27 April 2026. Submissions cannot be kept confidential and will be made public.

 

All sites will be entered onto a Candidate Sites Register which will be published alongside the Preferred Strategy consultation which is scheduled for January to March 2027.

 

An online workshop on the Candidate Site submission and assessment process will be held on Microsoft Teams on Wednesday 4 February at 2pm.
