Have your say on new regional plan for homes, jobs and investment
Views are now wanted on a new long-term plan that will guide where homes, jobs, infrastructure and major investment should be located across Carmarthenshire, Neath Port Talbot, Pembrokeshire and Swansea over the next 25 to 30 years.
This follows the Corporate Joint Committee for South West Wales approving consultation on a Draft Delivery Agreement for a Strategic Development Plan, which also covers the area of the Brecon Beacons National Park that falls within the region.
Giving residents, communities and organisations the opportunity to help shape how the region grows and develops in future, people can head here to submit feedback by 5pm on Friday February 20, 2026.
The Strategic Development Plan will provide a coordinated approach to planning across South West Wales. It’s aimed at addressing issues that extend beyond individual local authority and national park boundaries such as housing need, travel-to-work patterns, economic opportunity areas, and the delivery of major infrastructure projects.
The Draft Delivery Agreement sets out how the Strategic Development Plan will be prepared, how and when residents and communities can get involved, the resources required to deliver it, and a clear timetable for the plan’s implementation.
Cllr Rob Stewart, Swansea Council Leader and Chair of the Corporate Joint Committee for South West Wales, said: “This is the starting point for a really important conversation about the future of South West Wales.
“The Strategic Development Plan is about taking a long-term, joined-up approach to how our region grows — making sure new homes are built in the right places, good-quality jobs are supported, and investment in transport and infrastructure delivers the greatest benefit for our communities.
“By consulting on the Draft Delivery Agreement, we are being clear and transparent about how the plan will be prepared and – crucially – how people can get involved.
“I would encourage residents, businesses, community groups and partners across the region to take part and help shape a plan that will guide development and investment for decades to come.”
Cllr Steve Hunt, Leader of Neath Port Talbot Council, said: “The Strategic Development Plan is an important opportunity to take a wider, regional view of the challenges and opportunities we face, while still reflecting the needs of our individual communities.
“By working together across local authority and national park boundaries, we can plan more effectively for housing, jobs, transport and infrastructure in a way that supports sustainable growth and long-term prosperity.”
The Strategic Development Plan will sit above local development plans to provide a consistent regional framework, while allowing local authorities to continue to focus on delivery at a local level.
Feedback on the Draft Delivery Agreement will be taken on board before the document is submitted to the Welsh Government for approval.
