Report of Consultation - Supplementary Planning Guidance to the Pembrokeshire Coast National Park Local Development Plan 2 and to the Pembrokeshire County Council Local Development Plan

The guidance documents consulted upon are listed below. One was a joint guidance document with the County Council and the National Park Authority.

Seascape Character Assessment Joint
Trees and Woodlands National Park only
Loss of Hotels and Guest Houses National Park only

The joint guidance document on Seascape Character Assessment covers the whole of Pembrokeshire. The rest just cover the Pembrokeshire Coast National Park.

A public consultation on the Loss of Hotels and Guest Houses guidance started in January 2022 and ended on the 15 April 2022. A public consultation on the Seascape Character Assessment and Trees and Woodlands guidance started in January 2023 and ended on the 26 May 2023. A formal notice was published in the Western Telegraph and Pembrokeshire Herald advertising the consultation and a press release advertising the consultation was also sent to local papers and radio outlets.  Copies were made available on our websites. The consultation period for the Loss of Hotels and guest Houses Guidance ran for four months until 4.30pm on 15 April 2022. A reminder of the impending closing date for comments on this document was placed in a press release in mid-March 2022. The consultation period for the remaining documents ran for five months until 4:30pm on 26 May 2023. A reminder of the impending closing date for comments on these documents was placed in a press release in mid-April 2023.

Consultees on the Local Development Plan database were either sent an email or letter of consultation.

All responses were acknowledged, and are publicly available – see web links below.

The officer responses to the consultation on the Supplementary Planning Guidance were reported to the National Park Authority at its meeting on 20 September 2023 and to the County Council’s Cabinet Meeting on the 2 October 2023.

The National Park Authority agreed that amendments be made to the guidance in accordance with the officer recommendations set out in the report.

Pembrokeshire County Council’s Cabinet meeting agreed that amendments be made to the guidance in accordance with the officer recommendations set out in the report subject to a minor edit in relation to the Seascape Character Area SCA 13 Penbwchdy to Penllechwen document to refer to Porthgain a ‘honeypot’ rather than a ‘minor honeypot’.
