Report of Consultation – Supplementary Planning Guidance

Report of Consultation - Supplementary Planning Guidance to the Pembrokeshire Coast National Park Local Development Plan 2 and to the Pembrokeshire County Council Local Development Plan 1.

The guidance documents consulted upon are listed below. Two were joint guidance documents with the County Council and the National Park Authority.

Caravan, Camping and Chalet Development National Park only
Parking Standards National Park only
Community Land Trusts & Affordable Housing National Park only
Renewable Energy National Park only
Sustainable Design and Development National Park only

The joint guidance documents on Archaeology and Biodiversity cover the whole of Pembrokeshire. The rest just cover the Pembrokeshire Coast National Park.

A public consultation on the guidance started in October 2020 and ended on the 12 February 2021. A formal notice was published in the Western Telegraph and Pembrokeshire Herald advertising the consultation and a press release advertising the consultation was also sent to local papers and radio outlets. Copies were made available on our websites. The consultation period for all documents ran for three months until 4.30pm on 12 February 2021. A reminder of the impending closing date for comments was placed in a press release in mid-January 2021.

Consultees on the Local Development Plan database were either sent an email or letter of consultation.

All responses were acknowledged, and are publicly available – see web links below.

The officer responses to the consultation on the Supplementary Planning Guidance were reported to the National Park Authority at its meeting on 5 May 2021 and to the County Council’s Cabinet Meeting on the 17 May 2021.

The National Park Authority agreed that amendments be made to the guidance in accordance with the officer recommendations set out in the report subject to:

  • Adding additional explanatory text to the Officer’s responses that comment on the role of supplementary planning guidance: Additional text ‘SPG can: Provide important guidance to expand on topic based policy to assist the implementation of the LDP • Cover detail and numerical guidelines/thresholds where they may change so as to avoid the LDP becoming quickly outdated and to assist flexibility (e.g. car parking standards) • Provide additional detailed guidance on the type of development expected in an area allocated for development in the LDP. This could take the form of a development brief or a more detailed master plan’
  • Adding additional text to the Officer’s response on Representation Number 4. ‘The Local Development Plan 2 also includes Policy 13 Development in Welsh Language-Sensitive Areas.’
  • Editing Improve pedestrian access out of sites to places of interest whilst using discreet and appropriate detailing of stiles and gates.’ of the ‘Mitigation and Enhancement Guidance’ in the ‘Caravan, Camping and Chalet Guidance’ to emphasise the need to explore opportunities as set out below:

‘Improve active travel access out of sites to encourage linkages to the existing path network and places of interest whilst using discreet and appropriate detailing of stiles and gates.’

Pembrokeshire County Council’s Cabinet meeting agreed that amendments be made to the guidance in accordance with the officer recommendations set out in the report and you can view the LDP Supplementary Planning Guidance on the Pembrokeshire County Council website.
